action item: traffic analysis to evaluate road diets
show sidewalk widened and resurfaced as a shared use path
remove dimensions on other sections to make them more illustrative
in reply to JJArango's comment
Remove this section
Mention recent updates: Changes to allow for year-round operations of food trucks and trailers through consecutive temporary use permit renewals. Restrictions on the use of portable gasoline or diesel electric
generators were included [Section 703.J] CA, CE
Numbering
Bold or italicize
Remove strategy numbers - I think they're confusing

Add map of extents?

I think we're trying to argue that we don't close main street entirely in part so the bus can continue to use this route - is that accurate?
Maybe it would be helpful to include the turning movement diagram on this page to resolve this question

this is a great example!
Ensure wastewater capacity in the collection system and at the WWTF.
if off-street parking minimums are reduced, on-street parking may become more important. Currently, overnight on-street parking is prohibited throughout the winter regardless of weather.
Comment by MG: Perhaps this would be a good opportunity to list specific desired outcomes near/at CVE, such as pedestrian-level amenities, housing, etc

Include stormwater requirements in conceptual planning. Consider large scale municipal stormwater improvement project off-site to accommodate redevelopment projects.
Ensure wastewater capacity existing in the collection system and at the WWTF.
Stormwater improvements will likely be required and should be considered as part of initial conceptual planning.
Significant redevelopment of roadway space(s) will likely trigger stormwater permitting requirements.
Any road diet considerations should involve capacity analysis for all modes of transportation.
As per March 25 meeting, this is not within the scope of the CRISI grant and will not be possible within the same project. The station design will be largely based on the 2016 scoping study. PP3.5 should probably be removed entirely. Future improvements can be discussed in PP3.1
bus routes need one way arrows
This has to be separate from the Amtrak Station project. Perhaps phased in starting with tents before establishing permanent structures.. Not sure who would fund or manage this.
Only label as "future development' where the location is up for redevelopment.

What if we added a small plaza with bike racks on Pearl, encouraging riders to dismount their bikes and enter a newly walkable Five Corners
As per meeting on March 25, PP2.4 should be removed or re-designed. Staff do not see a reasonable alternative to a three-lane cross section to without causing unacceptable impacts to intersection capacity and delay. The five corners is not a typical intersection- even if simplified by implementing CC.5-7, signal cycles are still long and queuing capacity is needed. Any lane reduction here withou a feature to mitigate the loss in capacity will likely be rejected by the City Engineer.

If multi-modal improvements are recommended, please focus on re-designating sidewalk space or expanding the ROW into the 2 Lincoln property and fire station where possible.
Will there will be turn pockets at some locations?
consideration could be given to install green stormwater infrastructure rather than keep it a catch basin system on pearl. This would help achieve the addition of green space but also help meet SW reduction targets
PP2.2 needs to be presented in a way that avoids comflicting with the scoping study update Stantec will be doing in the upcoming months. We do not know what the cross section for the final study will look like yet. I think it would be confusing to include a "proposed section" in this report.

Note that the Stantec is being asked to come up with a design that avoids placing trees above and below the utilities. They are also being asked to consider a design that reduces duplication such as having both a shared-use path and on-street bike lanes.
seasonal?
This is only necessary if PP2.2 will take many years to implement. We will have a better idea of how long PP2.2 will take to implement when we finish the Scoping Study Update.
Consider linking this with the timing and implementation of the Downtown Organization
Comment by MG: I would be interested in seeing effective examples of public space management programs. EJ's farmers market closed in recent years due to inactivity and lack of prepared food options, so developing a strong plan will be essential
Public restroom space? Temporary or permanent. This would benefit PP4 and PP6.
Consider impact of large events at CVE related to traffic flow. May not drive design of road diet, but should be considered. Temporary traffic control plans may be needed during large events, such as concert departures, etc.
Significant redevelopment of roadway space(s) will likely trigger stormwater permitting requirements.
Any road diet considerations should involve capacity analysis for all modes of transportation.
Mention the strong media coverage that the design charette received somewhere in this chapter
This may fit within the 2027 Comprehensive Plan project
Doesn't match the text in the report.
The entire roadmap needs to be updated to match the content of the report. The Year 3-5 stuff looks like it should be stretched out to 10 years.
might need callout or special page to discuss why this is needed and why it's worth the tradeoffs
at a rate supported by the capacity available at the wastewater treatement facility
"ambitious city and state housing targets" .. or somethign to that effect to suggest there's a need to aim high
