Milton Comprehensive Plan Feedback: City Council July '24

Please respond to the prompts in the PDF below to help us refine the Comprehensive Plan that will help determine what Milton becomes over the next 20 years.

We are in the process of rolling out a full draft of the 2044 Comprehensive Plan Update. During this rollout, we are hoping to solicit community feedback to ensure that we can efficiently address community desires. The plan is divided into two sections - the first, Volume I, is a succinct document covering some background for each plan element, the planning process and containing all of the goals and policies for each element. The second, Volume II, includes a longer discussion and the background research and analysis that informs the Plan. The PDFs below are the plan documents recommended by the Planning Commission in June with suggested changes highlighted in orange. Volume II Transportation and Capital Facilities elements have not been formally recommended by Planning Commission, but are included with disclaimer.

The map below is a reference map which includes many of the layers that we are using to determine future land use decisions. Map layers include a draft of the Future Land Use Map updated 6/12/2024, wetland impacted areas, tribal boundaries, existing zoning, vacant and redevelopable land, existing land uses and proposed subareas for future focused planning efforts. Turn on and off layers in the lower right corner and view the map legend in the upper right.

For discussion. Is "rural character" defined by the presence of open spaces and low density? Or is it something else? Historically, rural character was used as a reason to not require sidewalks or to prioritize funding, as well as a basis to keep single family zoning. I think this paragraph does a great job with hitting a lot of Milton's best qualities with key phrases, such as "heart of a small town," "socially connected," "belonging," and even the rural/urban mix. But I think we should only use those words (rural and urban) if we mean them, and we need to have a definition or a common understanding because they are both heavily loaded terms.
